The presidential election by direct universal suffrage maintains the myth of the providential man and suppresses parliament. It is therefore necessary, according to constitutionalist Arnaud Le Pillouer, to remove it and return to a parliamentary system balancing executive and legislative powers.
Arnaud Le Pillouer is a lecturer in public law at the University of Cergy-Pontoise, seconded to the Collège de France since September 2010. He is the author of: The non-constituent powers of constituent assemblies – Essay on instituting power (2005), and has published numerous works in legal theory and constitutional law – particularly on French constitutional history.
