A year after the implementation of active solidarity income, the novelty of RSAthe component “ Additional activity »Intended for working poor, affects less than 30% of its target. The life of ideas examine, in partnership with theOdenorean unknown aspect of the analysis of public policies: non-recourse to rights and services.
Entered into force on 1er June 2009, active solidarity income is a solidarity service with two main components. It is first of all a social minimum which merges the old minimum insertion income and the old isolated parent allowance. It is then, and there lies its essential novelty, an additional activity for workers poor.
However, on this point, even if it is undoubtedly premature to learn from lessons while the experience of Rmi has shown that a device could take several years to settle in the company, the latest figures available testify to a rise in the very progressive system compared to the number of potential rights. If we compare the estimates which had been carried out, according to which the component “ Additional activity ” of RSA Could affect up to 1.9 million beneficiaries-that is to say, had been awarded an income for additional wage activity after applying for it (see Table Cnaf). By way of comparison, remember that the Rmi had been planned to reach around 350,000 beneficiaries and that, from the end of 1990, one year after the implementation, it already received 496,285 households, which puts the argument explaining the high rate of non-non Use by the youth of the system and leads to questioning the structural determinants of non-recourse.

Indeed, while public debate often emphasizes fraud to social rights, non-recourse is a much less known phenomenon. The causes and issues of this phenomenon must be studied. The 1er anniversary of RSA provides the opportunity.
To do this, the Life of ideas chose to publish two articles in collaboration with theOdenorethe non-recourse observatory for rights and services. Officially created in March 2003 theOdenore Since 2009 has been a technological research team created by the Ministry of Higher Education and Research and which is internal to the laboratory PACT at theIEP from Grenoble. Philippe Warin, scientific manager of theOdenoreand Pierre Mazet, study engineer, have two visions that light up different facets of non-recourse.
